City Council Supports Annexation Plan for Land South of Highway 50

The City Council unanimously selected a preferred land use plan for the Sphere of Influence (SOI) area south of Highway 50 and directed staff to prepare the environmental documents required for the annexation of the property. The SOI encompasses 3,600 acres bounded by Highway 50, Prairie City Road, White Rock Road and the El Dorado County line.

The proposed land use plan, which was developed with extensive community input over a 15 month period, includes:

  • Open space – 30 percent of the area totaling 1075 acres, including preservation of oak woodlands and creek corridors.
  • Schools and City Parks -- 297 acres (this is in addition to the 30% open space identified above).
  • A central area with retail and services, as well as high density residential units
  • A variety of housing options including 110 acres of executive housing, 590 acres of large lot residential housing, 900 acres of small lot housing and 50 acres of high density housing including condominiums and apartments.
  • Approximately 11,340 to 14,630 new residential dwelling units covering 1,800 acres.
  • A variety of employment opportunities for approximately 8,800 to 10,300 employees.
  • 100 acres of highway commercial (mainly retail, 2000 employees), 70 acres of business professional (mainly office and service support, 2800 employees), 125 acres of retail/office space (4000 to 5000 employees).
  • Additional employment opportunities for schools, parks and public and quasi-public buildings.
  • Major roads – 107 acres.

It is important to note that this proposed land use plan is just a starting point for any future annexation proposal, and is a very fluid document. As specific environmental issues are identified, the actual location and arrangement of land uses may be modified.
