APPLICATION SUBMITTAL PROCESS
A submittal application form shall accompany all initial submittals. This form identifies the requirements for a complete submittal based on the type of request. City staff will not process incomplete submittals.

ENGINEER CERTIFICATION OF COMPLETENESS FOR IMPROVEMENT PLANS
Submittal of engineered improvement plans together with required engineering calculations and reports for subdivision improvement, commercial land improvements and rough grading shall be accompanied by a completed Development Application Form (see Development Application Form) and required fees. Attached to this application is the certification by the licensed professional engineer that the plans, calculations and reports being submitted are 100% complete (see Submittal Certification Form). This certification means that the licensed professional engineer deems the plans prepared are ready for construction in accordance with industry standards. In addition, this certification means that the calculations and reports are complete to industry standards. Plans that are submitted that are determined to be grossly incomplete may be forwarded to the California Board of Professional Engineers and Land Surveyors for consideration as a violation of Rule 475 (e) (1) as a misrepresentation of completeness to a governmental agency. City review of the plans, calculations and reports will be for compliance with City Standards and does not constitute validation of design.
CIVIL ENGINEER/LAND SURVEYOR CERTIFICATION OF COMPLETENESS FOR FINAL/PARCEL MAPS
Submittal of final or parcel maps together with required calculations and documentation shall be accompanied with a completed Development Application Form and required fees. Attached to this application is the certification by the appropriately licensed professional civil engineer or land surveyor that the maps, calculations and supporting materials being submitted are 100% complete (see Submittal Certification Form). This certification means that the map prepared is complete and ready for filing with the Office of the Sacramento County Recorder. Maps, calculations and documentation that are determined to be grossly incomplete may be forwarded to the California Board of Professional Engineers and Land Surveyors for consideration as a violation of Rule 476 (e) (1) as a misrepresentation of completeness to a governmental agency.
CERTIFICATION OF RE-SUBMITTALS FOR IMPROVEMENT PLANS
Re-submittal of plans, calculations and reports for improvements described above shall be certified by the licensed professional engineer to be complete in their response to comments made by City staff (see Re-submittal Certification Form). All comments shall be addressed by either incorporating the comment on the plans, calculations or report or providing a written explanation as to why the comments were not addressed. Re-submittals found to be incomplete may be forwarded to the California Board of Professional Engineers and Land Surveyors for consideration as a violation of Rule 475 (e) (1).
