ATTENTION ALL NEW CONSTRUCTION, RENOVATION AND DEMOLITION PERMIT APPLICANTS REGARDING

ORDINANCE NO. 1056


AN ORDINANCE OF THE CITY OF FOLSOM ADDING CHAPTER 8.30 TO TITLE 8 OF THE FOLSOM MUNICIPAL CODE CONCERNING THE COLLECTION, RECYCLING AND DISPOSAL OF WASTE GENERATED FROM CONSTRUCTION, DEMOLITION AND RENOVATION PROJECTS

PURPOSE:

The purpose of the Ordinance is to add Chapter 8.30 to Title 8 of the Folsom Municipal Code pertaining to the collection, transportation, recycling and disposal of Construction, Renovation and Demolition debris generated from projects within the City of Folsom. Chapter 8.30 will align the code requirements for current and future services provided by the Utilities and Neighborhood Services Departments. Such requirements are in alignment with the City’s Solid Waste Management Plan and State Law (AB 939), which mandates all California jurisdictions divert (recycle or reuse) at least 50% of their waste from landfills.

Beginning December 4, 2006, all applicants for a construction, or renovation permits within the city for projects equal to or in excess of $100,000 in valuation as determined by the city, and all demolition permits must recycle or reuse 50% (by weight) of all debris generated from their project(s).

PROCESS:

New construction and renovation permit applicants for covered projects (projects equal to or in excess of $100,000 in valuation) and all demolition applicants must complete a Waste Management Plan (WMP) to comply with the new requirements. The Waste Management Plan is the process for defining how the diversion activities are to occur for the project. The Waste Management Plan and its options for compliance are outlined in a facts sheet available at the Neighborhood Services Building Counter.


FEES:

Applicants for a “covered” building, demolition or renovation permit may be levied a fee (depending on the option chosen within the WMP). The fee shall be in proportion to the project square footage as stated in the application for a permit established by the Neighborhood Services Department. The Fees were adopted by Resolution of the Folsom City Council and are available at the Neighborhood Services Building Counter.
